The Supreme Court decided Panetti v. Quarterman, 06-6407 today. Here is a round-up of early coverage on the decision, and all commentary so far points to this being a blockbuster AEDPA decision. Justice Kennedy's majority opinion clarifies issues regarding both second and successive petitions and the level of deference owed to state court decisions. I hope to get the chance to write out a substantive post later tonight.

The AEDPA Law and Policy Blog will be primarily concerned with one issue - the Anti-Terrorism and Effective Death Penalty Act (AEDPA). Enacted in 1996, AEDPA put significant limitations on requests by state prisoners for writs of habeas corpus in the federal courts.
